The accountant process in Cyprus, step by step
How an accounting engagement in Cyprus runs across a financial year: onboarding, portal access, the filing calendar, the audit, and what directors sign.

An accounting engagement in Cyprus is a twelve-month cycle with dates fixed by statute, not a task performed once at the year end. The law requires accounting records to be written up within four months of the transaction. VAT returns fall due quarterly, payroll and social insurance monthly. The financial statements, the audit and the corporate tax return sit at the end of a chain that was either kept current through the year or was not, and by the time it is being pulled it is too late to change how it was assembled.
Overview and timeline
Three calendars run at once, and most disputes between a Cypriot company and its accountant trace back to the client watching one of them while the practice watched another.
The records calendar. Accounting records must be updated within four months of the date of the transaction. That is a standard imposed on the company, not a preference expressed by the bookkeeper. A director who delivers a year of bank statements in one envelope has already fallen outside it, whatever the engagement letter says about cut-off dates.
The periodic filing calendar. VAT returns are quarterly, due by the 10th day of the second month after the period ends. Payroll and the associated social insurance contributions are monthly. Where the company supplies services to taxable persons in other EU member states, the recapitulative VIES statement is filed monthly, on a shorter cycle than the return it accompanies.
The annual calendar. After the year end come the bookkeeping close, financial statements prepared under IFRS as adopted by the EU, then the audit — or, for companies below the statutory size thresholds in the Companies Law, a limited assurance review — followed by the tax computation, the corporate income tax return on form TD4, due by 31 March of the second year following the tax year, and the annual return filed with the Registrar of Companies with the financial statements attached. Running alongside is provisional tax, paid in two instalments on 31 July and 31 December, with a 10% surcharge where the declared figure comes in below 75% of the final liability.
Elapsed time follows from the state of the records rather than the accountant's queue. Books that reconcile monthly reach signed accounts in weeks. Eighteen months reconstructed from photographs of receipts takes months, and the audit cannot start until the reconstruction is done.
Season matters in parts of the island. In Ayia Napa and Protaras the trading year is compressed into the warm months and the paperwork reaches the accountant between November and March, the same window in which every other seasonal operator is doing the same thing.
Before starting
Confirm the register entry. ICPAC maintains the register of members and member firms, and a practice should be findable there under the name on its invoices rather than under a trading style that leads nowhere. If it will also act as registered office, company secretary or nominee, that is a separately regulated activity requiring a licence held through ICPAC, CySEC or the Cyprus Bar Association.
Settle the audit question first. Preparing financial statements and auditing them are distinct acts performed by distinct people, and only the holder of a practising certificate may sign a statutory audit report. Whether this company, for this financial year, needs a full audit or may file a limited assurance review turns on its own figures. A quote that does not name the firm signing the audit has not priced the audit.
Expect anti-money-laundering onboarding. Identification, proof of address and the beneficial ownership position are requested because the practice is legally obliged to request them. A firm that skips this is showing how it treats the rest of the file.
What moves a quote inside its range is transaction volume: the number of bank accounts, whether more than one currency passes through them, and whether records arrive as a reconciled export or a folder of images. A Limassol holding company with foreign shareholders and intercompany balances generates several times the work of a sole trader in Polis Chrysochous with one account.
The stages in order
Scope the engagement letter filing by filing
Name each item: bookkeeping, VAT returns, VIES where applicable, payroll and social insurance, the annual return to the Registrar, the corporate tax return, provisional tax computations, and the audit. A letter that says "accounting services" has scoped nothing and priced nothing.
Grant portal access and agent authorisation
Without agent authorisation on the company's record with the Tax Department, the practice cannot file on its behalf and will send forms back for wet signatures. Outside the main towns that is a half-day round trip rather than a nuisance.
Set the document cut-off calendar
Anchor it to the four-month record rule rather than to the filing deadline, because the record rule bites first. A working practice states the date documents must arrive by and what happens to the fee when they do not.
Run the periodic cycle through the year
Monthly payroll, quarterly VAT, monthly VIES where services go cross-border. Ask for the submission confirmation each period. An assurance that something has been dealt with is not the receipt showing that it was.
Declare provisional tax and revise it if the year moves
The instalments fall on 31 July and 31 December, and the declared figure is the company's own estimate. Where it lands below 75% of the eventual liability, a 10% surcharge follows.
Close the year and prepare the financial statements
Reconciliations completed, accruals and prepayments posted, intercompany balances agreed with the other side, stock counted where stock exists. The statements are then drawn up under IFRS as adopted by the EU.
Complete the audit or the review
A separate engagement with its own timetable and signature. The auditor requests confirmations from banks and lawyers, and those run on the responder's schedule rather than the company's.
File the tax return and the annual return
TD4 by 31 March of the second year following the tax year; the annual return with the financial statements to the Registrar on its own cycle. Both remain company obligations, delegated but not transferred.
Where engagements usually slip
Records arrive outside the four-month window. Everything downstream inherits the delay, and the reconstruction is billed as bookkeeping at the moment the client expected the fee to be finished.
The audit was assumed rather than arranged. If nobody has named the firm and the individual who will sign, it has not been booked, and the discovery tends to happen when capacity is thinnest.
Portal authorisation was left undone. Filings then depend on physical signatures, and a director travelling for three weeks in the wrong month becomes a missed deadline.
Provisional tax was treated as optional. The 10% surcharge on an underestimate below the 75% threshold is avoidable arithmetic rather than bad luck.
A VAT obligation was crossed without anyone noticing. Compulsory registration follows €15,600 of taxable supplies in any twelve-month period, and a seasonal business in the Famagusta district can pass that inside a few busy weeks. The accountant sees it at the quarter end; the obligation arose earlier.
Two firms each believed the other was filing. This surfaces on a mid-year change of accountant. Agree in writing which practice files the straddling period, and obtain the confirmation.
What gets signed off
The financial statements are approved and signed by the board. The auditor reports on them; the directors are responsible for them, and that holds even where the same practice prepared them.
The audit report carries the name of the firm and of the individual holding the practising certificate. Read which name appears, and whether the opinion is unmodified.
The tax return declaration is made by the company. An adviser who prepares and submits it does so on the company's behalf, and penalties and interest for late or incorrect filing are charged to the company.
The annual return and financial statements filed with the Registrar are a public record. A company behind on those is visible to any bank, counterparty or landlord who looks.
Worth settling at the same time: which files are released if the engagement ends, in which format, and within how many working days. Ledgers held in a system that exports nothing become expensive at the point the relationship has already broken down. Common questions
Does a company need a permit to engage an accountant?
No. The licensing sits on the professional rather than the client. A statutory audit report requires a practising certificate, and registered office, secretarial or nominee services require an administrative services licence held through ICPAC, CySEC or the Cyprus Bar Association. Bookkeeping and the preparation of draft accounts are performed by a wider group.
How long does the cycle take from year end to filed accounts?
It depends on the state of the records at the year end. Reconciled monthly books can reach signed accounts in weeks; books reconstructed after the fact take months, and the audit cannot begin until that finishes. The outer marker is the TD4 deadline of 31 March in the second year following the tax year, generous enough that companies drift towards it and then find the whole market drifting there with them.
Can an accountant in one district act for a company in another?
Yes. Filings to the Registrar of Companies and the Tax Department are made nationally through online systems, so a practice in Nicosia can act for a company registered anywhere in the Republic. Proximity matters where originals have to be signed or a district tax office attended in person, which is why the area pages here are organised by district.
Who is liable if a return is filed late?
The company. Delegating the work does not move the obligation, and penalties and interest are charged to the company rather than the adviser. That is the reason for agreeing document cut-off dates in writing and asking, each period, for the submission receipt rather than an assurance.
