The residency permit questions asked most often in Cyprus: which of the two systems applies, what the file must contain, and how long each route runs.

Two different systems sit behind the phrase "residency permit in Cyprus", and choosing the wrong one is the most common reason a file goes nowhere. A citizen of an EU or EEA state, or of Switzerland, is registering a right that already exists: free movement under Directive 2004/38/EC, transposed by Law 7(I)/2007, gives a right of residence for up to three months on a valid identity card or passport alone, and where the stay is intended to run longer, registration is applied for within four months of entry. The certificate that records it is the yellow slip. Everyone else is asking for a permission granted under the Aliens and Immigration Law, Cap. 105, which can be refused. Nationality settles which set of answers below applies.

Short answers
Which route. EU, EEA and Swiss citizens register. Third-country nationals apply for a permission. The two share a district office and almost nothing else.
The yellow slip. A registration certificate, not a grant. It records a right of residence resting on one of four bases: worker, self-employed person, sufficient resources with comprehensive sickness insurance, or student — or on being a family member of someone in one of those positions. The right exists because the base is satisfied, and it stops when the base does.
How long. Two clocks run at once. The preparation clock runs abroad, at the speed of whichever foreign registry issues police clearances, civil certificates and apostilles. The department clock starts when a complete file is accepted, not when the first version is handed over. A file missing a sworn translation has not started.
What it costs. State fees are set by regulation and are the smaller part. Professional fees move with the category, the number of family members and how much of the file the applicant assembles personally.
Foreign documents. Police certificates and civil status records carry the longest lead time and go first. A document issued in an Apostille Convention state has the apostille applied in the issuing country before it leaves; arranging that retrospectively from Cyprus is slow.
Working. Only where the basis permits it. Residence granted on independent means carries no right to work, and employment taken under it is a breach that surfaces at renewal rather than on the day.
Tax. A permit and a tax position are decided by different authorities. Cyprus tax residence turns on 183 days of physical presence in a calendar year, or on the 60-day alternative test: tax resident nowhere else, no more than 183 days in any other single state, a business, employment or directorship tie in Cyprus, and a permanent home here, owned or rented.
Family. Both routes have a family limb, and both require the relationship evidenced in registrable form — certificates, apostilled, translated — prepared alongside the principal file rather than after it.
Renewal. A fresh assessment on current facts. Temporary permits under Cap. 105 are issued for a defined period, commonly one year, and a renewal lodged before expiry with a complete file leaves the holder in a materially different position from one lodged after it.
Permanence. Five years of continuous lawful residence is the threshold on both routes: a right of permanent residence for Union citizens, evidenced by a separate certificate, and long-term resident status for third-country nationals under Directive 2003/109/EC as transposed into Cypriot law.
Where the answer depends
On the basis, not the intention
The category decides the evidence. Assembling evidence first and then looking for a category that fits it is how files end up contradicting themselves — a non-working basis paired with a Cypriot employment contract in the same bundle is an inconsistency the assessor reads before anyone explains it.
On where the documents were issued
An applicant whose civil records sit in one country, whose police clearance sits in another and whose employer is in a third is running three foreign timetables at once. That is the real determinant of the lodging date.
On the accommodation evidence
A tenancy agreement is the usual proof of address, and it is worth confirming at the Land Registry that the person signing it is entitled to let. In Strovolos and similar Nicosia suburbs, where much of the rental stock is 1970s to 1990s apartment blocks, the ownership record for an individual unit can be older and messier than the tenancy itself.
On geography
District offices are not evenly spread and attendance is in person. A resident of Polis Chrysochous makes a round trip to Paphos for each appointment, so a second trip caused by one missing certificate costs a day rather than an hour. Our area pages record where practitioners are based.
On how quickly requests are answered
A request for further information means the file is live and being assessed, not that it has failed. The clock does not stop while it is outstanding: the days the applicant spends locating a missing certificate, commissioning a sworn translation or writing to a foreign registry are added to the total, and they are the only part of the timetable the applicant controls outright. Requests that arrive by post to the address on the file are the ones most often missed, so it is worth confirming which channel the district office uses before the file is lodged.
What nobody asks but should
Is the name transliterated consistently? A name rendered one way in the passport and another in the Cypriot record breaks quietly, at the first bank account, the first property purchase and the first tax filing. Correcting it at issue is a correction; correcting it three years later is an unpicking exercise.
What happens to continuity during absences? The five years have to be continuous, and continuity is a defined term rather than a description. Directive 2004/38/EC, as transposed by Law 7(I)/2007, sets out which temporary absences leave the count intact and which break it, with a longer allowance for defined reasons such as serious illness, study, vocational training, pregnancy and childbirth, or a posting abroad. Anyone counting towards the threshold should check the permitted limits against the instrument before a long departure rather than assume the time abroad is neutral.
Do the downstream registrations happen automatically? They do not. Tax and social insurance registration are separate steps that follow the permit.
Is the adviser checkable? The Cyprus Bar Association maintains the register of admitted advocates and verifying a name against it takes a minute. What is the fee actually for? Ask for the split between the professional's fee and disbursements payable to the department, and for the cost of a renewal, in writing at the point of engagement.
Common questions
Is the yellow slip the same as a residency permit?
Not in law. The yellow slip is the registration certificate for EU, EEA and Swiss citizens and it records a right that exists independently of the certificate. A permit under Cap. 105 is a permission granted to a third-country national, and it can be refused, conditioned or not renewed.
How long can a visitor stay while preparing an application?
A visa-exempt third-country national is admitted for up to 90 days of stay in any rolling 180-day period, and the application is lodged inside that window from a lawful position. An overstay becomes a recorded fact read at the next application, at renewal and at the long-term status request.
Does a residency permit make the holder liable to Cyprus tax?
No. Tax residence follows the 183-day test or the 60-day alternative test, both administered by the Tax Department. A person can hold a valid permit and be tax resident elsewhere.
Is a lawyer required?
Not as a matter of law. A renewal on unchanged facts is a different task from a first application involving dependants, foreign documents and a resources test. Anyone engaged should be verifiable on the Cyprus Bar Association register.
What should be done first?
Fix the basis, then order the foreign documents, then assemble the Cyprus-side items.
