The work permit process in Cyprus
Who needs a Cyprus work permit, which authority decides what, and the order the stages come in — with the document checks that stall an application.

Nationality decides whether a work permit is needed at all. EU, EEA and Swiss citizens do not require one: they may take up employment in the Republic on arrival and deal with registering their residence as a separate matter. Third-country nationals do require one, and the application is made by the employer rather than by the employee.
That last point reorders most people's planning. The process cannot start until there is an employer prepared to run it, which means a job offer is not the end of the search — it is the beginning of the paperwork.
Overview and timeline
There are two stages, handled by two different ministries, and they run in sequence rather than in parallel.
The first is the labour-market stage, handled on the employer side through the labour authorities: it establishes that this particular post may be filled by a third-country national at all. The second is the immigration stage, where the residence and employment permit itself is issued by the migration authority under the Ministry of Interior. The second cannot begin until the first has concluded.
No single published figure covers the whole process, because the route, the employer's status and the applicant's country of origin change it materially. The useful way to plan is around three separate waits, each with a different owner:
- Employer-side approval. Owned by the employer and the labour office. This is chaseable, and an employer who has done it before moves through it faster than one who has not.
- Documents produced abroad. Owned by authorities in the applicant's home country — police clearance, birth and marriage certificates, apostilles, official translations. This is the wait nobody can accelerate from Cyprus, and it is routinely the longest.
- Assessment of the migration file. Owned by the district office and the department in Nicosia. It starts when the file is complete, not when the first document is handed in.
An incomplete submission does not queue. It sits. The practical consequence is that a file lodged with one certificate missing may lose more time than a file lodged three weeks later with everything in it.
Timing is also a scheduling problem rather than a legal one. In Famagusta district, where the accommodation stock is predominantly seasonal and activity is concentrated outside November to March, hospitality employers file in a cluster ahead of the season. Applying in the same weeks as every other hotel in Paralimni and Ayia Napa shows up in how long an appointment takes to obtain, not in the rules themselves.
Before you start
Five things are worth settling before a single form is filled in.
Confirm the nationality category. EU, EEA and Swiss citizens have a right of residence for up to three months on a valid identity document or passport. For residence beyond that, a registration certificate is applied for within four months of arrival. No employment permit forms part of it. Third-country nationals fall under an entirely different regime, and the two are frequently mixed up in mixed-nationality households.
Understand what visitor status is not. Visa-exempt third-country nationals may stay as visitors for up to 90 days in any 180-day period. Visitor status carries no right to work, and converting it in-country is not the ordinary path. Assuming otherwise is one of the more expensive misunderstandings in this area.
Check that the employer is genuinely a registered employer. That means an entity on the Registrar of Companies record in good standing, an employer registration with social insurance, and tax registration with the Tax Department. A company that has been dormant for two years, or that has an overdue annual return, tends to discover it at the point where the file is being assembled — and fixing corporate housekeeping mid-application adds weeks.
Establish which route applies. General employment involves testing the post against the local labour market, including advertising it through the public employment service, before a third-country national can be approved for it. The highly skilled route, available to companies registered with the Business Facilitation Unit as foreign-interest employers, removes the labour market test but sets a minimum gross monthly salary for the employee. That salary floor is set by the scheme and has been revised more than once, so the current figure should be confirmed against the scheme's own announcement before the offer letter is signed rather than after.
Work out which district office applies. It follows the employee's registered residential address, not the employer's registered office. A Limassol company placing an engineer in a flat in Limassol district deals with Limassol; the same company housing someone in Nicosia does not.
The stages in order
Settle the route and the employer's standing
Confirm whether the post goes through the general employment route or the highly skilled route, and clear any outstanding corporate, social insurance or tax registrations for the employing entity first.
Labour-market stage or scheme registration
Either the post is advertised and tested locally, or the employer is already registered as a foreign-interest company and the test does not apply. This is where a general-employment file usually spends the most controllable time.
Contract of employment
Drawn up on the terms the approval was given for. The position, the salary and the employer are the three things the later permit is tied to, so inaccuracies here propagate through everything that follows.
Entry visa where the nationality requires one
Applied for at the Cypriot consular post abroad, on the basis of the approval already obtained. Nationals of visa-exempt countries skip this stage, which is a real difference in overall duration.
Arrival, medical examinations and biometrics
Medical certificates are carried out in Cyprus at the point they are needed, within their own validity window. Biometrics are captured by appointment, and appointment availability is the part of the process least visible in advance.
Registration with social insurance, tax and healthcare
The employer registers the employee for social insurance; the employee obtains a tax identification number; access to the national health system follows from contributions being made rather than from the permit itself.
Card issued, and a renewal date entered in a diary
The residence card carries an expiry date. Renewal is applied for before that date, not on it. Diarising the renewal at the moment the card is collected is the cheapest administrative habit in this whole area.
Where applications usually slip
What gets signed off
The permit that issues at the end is narrower than most people expect. It names the employer, the position and a fixed term. It is permission to do that job for that company until that date, and each of those three elements is a condition rather than a description.
Three consequences follow, and they are worth reading twice:
The term is finite and renewal is an application, made ahead of expiry, with its own document set. A permit that lapses while a renewal sits unfiled is a materially worse position than one renewed early.
Employment permission and settlement are separate questions. Time spent working in Cyprus is relevant to longer-term residence status, but a work permit does not convert into one by the passage of time alone, and the conditions attached to long-term status are assessed under a different set of rules.
Family members' position depends on the route rather than on the employee's permit. Whether dependants may join, and whether they may work once here, is determined by which scheme the employee was admitted under. Assuming a spouse may work because the employee may is a frequent and costly error.

Common questions
Can a visitor permit be converted into a work permit?
Not as a normal route. Visitor status carries no right to work, and the employment approval is obtained on the employer side before the immigration stage. Someone in the country as a visitor who receives a job offer should expect the process to run through the same stages as anyone else, with the 90-day visitor limit continuing to run in the meantime.
Do EU citizens need anything at all?
They need no employment permit. They do need a registration certificate for residence beyond three months, applied for within four months of arrival, plus social insurance and tax registration once employed. Skipping the registration certificate causes problems later at banks, schools and vehicle registration rather than at work.
How long is an employment permit valid?
For a fixed term set when it is granted, which varies by route. A permit is not normally issued to run beyond the validity of the passport it is attached to, so a passport with eighteen months left on it can quietly shorten the permit. Renewing the passport before applying is often the cheapest way to lengthen the permit.
Can an employee change employer during the permit?
Only through a fresh application. The permit is tied to the named employer, and starting with a new one before approval is granted is treated as unauthorised employment by both employer and employee. Resignation timing therefore needs legal input rather than only HR input.
Can family members come too?
It depends on the route the employee was admitted under. Some schemes provide for family reunification and for dependants' access to the labour market; others do not, or do so on conditions. This should be established before the offer is accepted, because it is not something that can be added later without changing the underlying basis of the permit.
What does the process cost?
Official fees are set by the authorities and revised periodically, and they are the smaller part. The larger costs are professional fees, document production abroad, apostilles, official translations, medical examinations and, on some routes, a bank security lodged by the employer. Anyone budgeting should price the document trail, not only the application form.
