The yellow slip process in Cyprus
The yellow slip is the EU registration certificate in Cyprus: what it records, the four-month deadline, documents each category needs, and where files stall.

The yellow slip is the registration certificate issued to a citizen of an EU or EEA state, or of Switzerland, who registers a residence in Cyprus lasting longer than three months. It is worth being precise about what it does. The certificate does not confer the right to live here — that right comes from the Treaties and from Directive 2004/38/EC, transposed into Cypriot law by Law 7(I)/2007. The certificate records that the holder registered, and that the conditions of one of the residence categories were evidenced on the day the file was assessed. Everything awkward about the process follows from that distinction.
Overview and timeline
Three periods matter, and applicants who plan around them rarely run into trouble.
For the first three months, a Union citizen resides in Cyprus on a valid identity card or passport and nothing else. No registration, no conditions, no file.
Beyond three months, the right continues on one of four bases: the person is a worker, is self-employed, has sufficient resources together with comprehensive sickness insurance, or is enrolled as a student with insurance and a declaration of resources. Family members derive their position from the person they join. The registration certificate is applied for within four months of the date of entry.
The elapsed time to hold the certificate is decided by two things visible in advance. The first is the appointment the district office can offer, which moves with the season and the district. The second is whether the file is complete on the day — a missing sworn translation converts one appointment into two, and the second one is scheduled rather than immediate.
The long clock is the one applicants forget. Five years of continuous lawful residence gives a right of permanent residence, recorded by a separate certificate and considerably sturdier than the annual position it replaces. Continuity survives temporary absences of up to six months a year, and one absence of up to twelve consecutive months for defined reasons — serious illness, study, vocational training, pregnancy and childbirth, or a posting abroad. Someone who spends five winters elsewhere without counting the days may find the five years has not accrued.
Before starting
Fix the category first. The category decides the evidence, and a file assembled before the category is settled tends to contain documents that argue against each other.
Employed. A contract or written confirmation from the employer, and evidence that social insurance registration has been made. The employer's own compliance becomes part of the applicant's file, which is a reason to check it rather than assume it.
Self-employed. Evidence of the activity and of registration as a self-employed person for social insurance. Where the work runs through a limited company, the Registrar of Companies record of the company and of the applicant's role in it does the same job.
Sufficient resources. Bank evidence in the applicant's own name, plus comprehensive sickness insurance covering the applicant in Cyprus. This is the category most often refused on the insurance point: a travel policy, or a policy written for a different country of residence, is not comprehensive cover for these purposes.
Student. Confirmation of enrolment at a recognised institution, sickness insurance, and a declaration of sufficient resources.
Common to every category are the passport or national identity card, photographs, and evidence of accommodation. That last item deserves its own check. Where the applicant rents, the tenancy agreement is the proof, and confirming at the Land Registry that the person signing it is the registered owner — or is otherwise entitled to let — takes minutes. In districts such as Strovolos, where much of the rental stock is 1970s to 1990s apartment blocks, the ownership record for an individual unit can be older and less tidy than the tenancy being signed on top of it.
Family members add a second layer. A family member who is themselves a Union citizen registers on their own account, using the form for that situation. A family member who is a third-country national applies instead for a residence card, and the evidential burden is heavier: marriage certificates, birth certificates and the like are ordered from the issuing country, apostilled there, and translated by a translator on the official sworn translators register. Ordering those documents late is the most common reason a family application trails the principal's by months.

The stages in order
Settle the category, then test the evidence against it
Before anything is ordered or booked. If the category carries a resources or insurance condition, the applicant should know what form the proof takes and in whose name it has to be.
Book the district office appointment early
Appointment lead time is often the longest single element and the one least within the applicant's control. Booking while documents are still being gathered puts the two waits in parallel rather than end to end.
Order foreign documents first, local ones second
Anything issued abroad — certificates, apostilles, sworn translations — starts the day the category is settled. Cyprus-side items such as the tenancy agreement, the insurance policy and the bank confirmation are faster and can follow.
Attend in person and lodge the complete file
Attendance is personal. The file is checked at the counter, which is why an incomplete one costs a second appointment rather than a phone call.
Respond to any request for further information
A request means the file is live. The days an applicant takes to answer are added to the total, and slow responses are the most controllable cause of a long wait.
Complete the registrations that follow the certificate
An alien registration number comes with the certificate and becomes the reference used elsewhere. Depending on the category, registration with the Tax Department, social insurance, and enrolment in the general healthcare system come next, and none of them happens automatically.
Where applications usually slip
The insurance does not do what the category requires. Comprehensive sickness cover valid in Cyprus is a different product from travel insurance, and the difference is found at the counter rather than at purchase.
The accommodation evidence was signed by the wrong person. A sub-letting arrangement, or an agreement signed by a relative of the owner, produces a document that does not prove what it needs to prove.
Foreign documents arrived without an apostille. The apostille is applied in the country that issued the document. Arranging it retrospectively from Cyprus is slow and sometimes impracticable.
Geography was left out of the plan. District offices are not evenly spread. A resident of Polis Chrysochous makes a round trip to Paphos for each attendance, and a second trip because one certificate was missing costs a full day. Residents of the Famagusta district — Paralimni, Deryneia and the surrounding villages — face the same arithmetic.
Registration was assumed to settle tax. It does not. Cyprus tax residence for an individual turns on 183 days of physical presence in a calendar year, or on the alternative 60-day test administered by the Tax Department. A yellow slip and a tax position are decided under different rules by different authorities, and holding one says little about the other.
The five-year clock was assumed rather than evidenced. Permanent residence is claimed on proof of continuous residence, which means keeping the records that show it — tenancy agreements, employment or social insurance history, utility accounts — for the whole period rather than reconstructing them in year five.
What gets signed off
Read the certificate before filing it. Four details on it carry weight later.
The category recorded, because it describes the basis on which residence was accepted and is the thing that has to remain true. The alien registration number, which becomes the reference used by banks, the Tax Department, the healthcare system and the Land Registry. The date, which starts the count towards permanent residence. And the transliteration of the name, which is where files quietly break: a name rendered one way in the passport and another way in the Cypriot record causes friction at the first bank account, the first property transaction and the first tax filing. Correcting it at issue is a correction. Correcting it four years later is an unpicking exercise across several institutions at once.
Anyone acting on an applicant's behalf should be checkable. The Cyprus Bar Association maintains the register of admitted advocates, and verifying an adviser against it is a minute's work. Common questions
Is the yellow slip a permit?
No. It is a registration certificate. The underlying right of residence exists because the holder is a Union citizen who meets one of the residence categories, and the certificate evidences the registration of that right. A third-country national, by contrast, receives a permission that is granted and can be refused — a different process, covered in the separate guide to the residency permit route.
Does registering make the holder a Cyprus tax resident?
No. Tax residence follows the 183-day test or the 60-day alternative test, both administered by the Tax Department. A person can hold a yellow slip and be tax resident in another state, and the reverse also occurs.
Can a non-EU spouse be covered by the same application?
Not by the same one. A third-country family member applies for a residence card in their own right, deriving the position from the Union citizen. The supporting documents — marriage and birth certificates, apostilled and translated by a sworn translator — take the longest to obtain, so they are started at the same time as the principal's file rather than after it.
What happens after five years?
Five years of continuous lawful residence gives a right of permanent residence, recorded by a separate certificate. Absences of up to six months a year do not break continuity, and one longer absence of up to twelve consecutive months is tolerated for defined reasons. The claim is evidenced, so the records covering those five years matter.
Is a lawyer required?
Not as a matter of law. Whether one is worth engaging depends on the file: a salaried employee with a Cypriot contract and a local tenancy is a different proposition from a non-working applicant with foreign documents and family members on a second track. Anyone engaged should be verifiable on the Cyprus Bar Association register.
