How long a yellow slip takes in Cyprus

The registration certificate is issued on a complete file, so the real wait is the appointment and the paperwork behind it. What sets the timeline in Cyprus.

The wait for a yellow slip is mostly not a wait for a decision. Under EU free movement law the registration certificate is issued once a complete file is presented, and the Republic applies it that way. What consumes the calendar is securing an appointment at a district Aliens and Immigration Unit and collecting the documents that make the file complete. For most applicants the documents are the longer half, and the slowest single document sets the date.

Typical duration

The "yellow slip" is the registration certificate issued to EU, EEA and Swiss citizens who reside in the Republic for longer than three months. It is a national document giving effect to Directive 2004/38/EC, transposed by the Law on the Right of Union Citizens and their Family Members to Move and Reside Freely within the Republic, 7(I)/2007. It records a right that already exists under the Treaty; it does not create one.

Three timings matter, and they are separate from each other.

  1. The first three months are free of formalities

    An EU citizen may reside in the Republic for up to three months on a valid identity card or passport with no registration at all. Nothing has to be filed on arrival, which is why so many people discover the process late.

  2. The application is due within four months of arrival

    Law 7(I)/2007 sets a four-month window from entry for a registration application. That window is the planning horizon: everything below has to happen inside it.

  3. The certificate itself follows a complete file

    The Directive requires the registration certificate to be issued immediately on presentation of the required documents. In practice the applicant attends a booked appointment, the file is checked at the counter, and the outcome turns on whether anything is missing.

So the useful question is not how long the authority takes. It is how long the applicant takes, plus how far ahead the district unit is booking. Applications are handled by the Civil Registry and Migration Department through the Aliens and Immigration Units of the police, with counters in Nicosia, Limassol, Larnaca, Paphos and Paralimni. Availability differs between them and moves through the year, so a realistic plan books the appointment early and works backwards from it rather than gathering papers first and looking for a slot afterwards.

What extends it

Location plays a smaller part than people expect, with one exception: travel. Residents of the Polis Chrysochous area attend the Paphos unit, and the distance from that base adds travel time to every appointment, including the repeat one. Where an applicant lives changes the cost of a mistake more than it changes the processing time.

Lead times on the documents

The order below is by lead time rather than by importance. The items at the top are outside anyone's control in Cyprus and are the usual reason a four-month window turns out to be tight.

  • Civil documents issued abroad. Marriage and birth certificates supporting a family application generally need an apostille from the issuing state. That is a foreign administration's timetable, and it is the item most worth starting first.
  • Official translation. Documents not in Greek or English are presented in certified translation. Registered translators and the state translation service both work to a queue.
  • Proof of address. A rental agreement is the common evidence. Stamp duty is payable to the Tax Department, and a document stamped within 30 days of execution avoids the late-stamping charge, so the agreement should be dealt with when it is signed rather than the week of the appointment.
  • Employment or self-employment evidence. An employer's confirmation and social insurance registration for the employed; registration with the Registrar of Companies, the Tax Department and the Social Insurance Services for the self-employed. Each has its own lead time and none of them depends on the yellow slip.
  • Sickness insurance and resources. For the self-sufficient route, a policy with genuinely comprehensive cover and evidence of means. Opening a Cypriot bank account to hold those means is itself a due-diligence exercise measured in weeks.
  • Passport or identity card validity. Renewing an expiring document abroad in parallel with everything else is a common and avoidable delay.

Sequencing with everything else

The registration certificate sits inside a cluster of registrations that are frequently assumed to run off the back of it. They do not.

  1. Work does not wait for the certificate

    An EU citizen's right to take up employment in the Republic comes from the Treaty, not from the yellow slip. An employer who insists on seeing the certificate before a start date is applying a rule that is not there. Social insurance registration, by contrast, does belong at the start of employment.

  2. Tax and health registration run alongside

    A tax identification code from the Tax Department and enrolment in the national health system follow their own routes. Employed applicants reach health cover through contributions; the self-sufficient reach it differently, which is part of why that category attracts more questions at the counter.

  3. Driving licence exchange and banking come after proof of residence

    An EU licence exchange and most bank onboarding ask for evidence of residence in the Republic, so these sit downstream of the certificate rather than beside it.

  4. Five years is the next milestone

    After five years of continuous lawful residence a permanent residence certificate becomes available. Continuity has to be evidenced later, so tenancy agreements, contributions records and tax filings are worth keeping from the first year rather than reconstructed in the fifth.

Common questions

Is a yellow slip needed before starting work in Cyprus?

No. The right to work as an EU citizen is not conferred by the certificate. What should happen at the start of employment is registration with the Social Insurance Services, which is the employer's obligation and is independent of the registration certificate.

What is the difference between a yellow slip and a pink slip?

The yellow slip is the registration certificate for EU, EEA and Swiss citizens. The pink slip is the temporary residence permit issued to third-country nationals, with different evidence, different conditions and a renewal cycle. They are not alternative versions of the same document.

Where do UK nationals stand?

UK nationals who were lawfully resident before 31/12/2020 are covered by the Withdrawal Agreement and hold a document issued under it rather than a standard registration certificate. Those who arrived afterwards are third-country nationals and apply through the permit routes that apply to any non-EU citizen.

Does the certificate expire?

The registration certificate is not a time-limited permit in the way a third-country residence permit is, but the facts behind it can change. A change of address, of employment status or of family circumstances is reportable, and a certificate that no longer matches the applicant's situation is a weak foundation for a later permanent residence application.

Can an adviser attend instead of the applicant?

Attendance in person is expected for the registration itself. An adviser can prepare and check the file, which is where most of the value sits, and represent the applicant on a refusal or a disputed point. Anyone offering to act as a legal representative should be a practising advocate on the Cyprus Bar Association register, and that is a matter of a single check before instructions are given.
