What a title deed transfer costs in Nicosia, which parts of the bill are fixed by statute, and what stalls a file at the district Land Registry office.

A quote for transferring a title deed in Nicosia covers two halves that behave nothing alike. The statutory half — transfer fees, stamp duty, the Land Registry's own charges — is fixed by law and identical in every district of the Republic. The professional half is the advocate's fee for the searches, the contract, the clearances and the attendance at the counter, and it is quoted per file. That is where two prices for what looks like the same flat stop matching.
Establish first which exercise you are buying. Where a separate title already exists, the work is a document file running on the clearances. Where it does not, no conveyancer can produce one, and the constraint sits with the building's route to final approval.
Local market summary
Nicosia is where the administration of land registration lives. The central offices of the Department of Lands and Surveys are in the district, alongside the Nicosia district Land Registry office that handles files for the capital and its suburbs. That proximity matters when a search result has to be queried or a valuation argued in person.
The file mix here leans domestic. Compared with Paphos, a smaller share of Nicosia transfers involve a foreign buyer and an acquisition permit; a larger share involve inheritance, transfers between family members, and plots being subdivided in the growth belt around Tseri, Geri, Dali and Lakatamia. Commercial and office transfers in the centre and Engomi form a third strand, carrying their own searches over leases and charges.
Two points about who does the work. Conveyancing here is legal work carried out by advocates admitted to the Cyprus Bar Association, whose register of practising advocates is public. And independence is a live question: on a new-build purchase the developer's own lawyer frequently offers to handle the buyer's side, and nobody in that arrangement has a duty to raise a mortgage sitting on the parent title.

What it costs here
Read any figure you are given as four separate lines.
Transfer fees. Charged by the Land Registry on its own assessed value of the property at the date of the contract, not on the price you agreed. The scale runs at 3% to €85,000, 5% from €85,001 to €170,000 and 8% above that, reduced by half under the standing relief, and reduced to nil where VAT was charged on the sale. Transfers between close relatives are assessed on a separate reduced scale, which is why a parent-to-child transfer in Strovolos and an arm's-length sale of the same flat produce very different numbers.
Stamp duty on the contract. Nothing on the first €5,000, then 0.15% to €170,000 and 0.20% above, capped at €20,000 per document. It falls due within 30 days of signing, and an unstamped contract cannot be lodged with the Land Registry at all.
Disbursements. Search fees, certificates from the municipality or community council, the sewerage board and the water authority, the Tax Department's capital gains clearance on the seller's side, apostilles and certified translations where a signatory is abroad. Small individually, and worth seeing itemised.
The advocate's fee. The part that is genuinely quoted. A resale with an existing separate title and a clean register is the bottom of the range. An inherited property with several heirs, or a unit with no title and a developer's charge over the parent registration, is a different file at a different fee.
Local conditions that change the job
Whether a separate title exists at all
A unit inside a block still held on one parent registration has no deed to transfer. Title issues once the building has its certificate of final approval and the Land Registry divides the parent title. Deviations in the older suburbs
Strovolos and the surrounding 1970s–1990s blocks are full of enclosed verandas, roof rooms and converted storerooms that are absent from the approved drawings. Each is a deviation to be regularised before final approval, and therefore before a separate title can issue.
Inheritance and succession
Where the registered owner has died, the property moves to the heirs only after probate. That is a court process with its own timetable, and it sits in front of any sale rather than alongside it.
A mortgage over the parent title
One charge registered against a whole development covers every unit in it. A buyer who has paid in full can pursue the trapped-buyer route added in 2015, under which the Land Registry can transfer an encumbered title, but it is administrative and slow. A written waiver from the lender before signing avoids the question entirely.
Non-EU buyers
Permission of the Council of Ministers is required to acquire immovable property, dealt with by the District Administration for Nicosia. It is granted routinely for a dwelling and it takes time, and the application rests on the signed contract.
Which authority issues the clearances
Inside Nicosia, Strovolos or Lakatamia the certificates come from the municipality and the sewerage board. In Tseri, Geri or Kokkinotrimithia they come from a community council with shorter counter hours and a smaller office. Same requirement, different waiting time.
Signatories who are abroad
A power of attorney has to be in a form the Land Registry accepts, and one executed outside Cyprus will generally need an apostille. Discovering that after the appointment is booked costs a second appointment.
Timing matters as well. The district has none of the seasonal pattern that shapes work in Ayia Napa or Protaras, but counter hours shorten over the summer and assembling three signatures in late August is harder than in October.

Confirm the advocate's entry on the Bar Association register, and that the person named is the one handling the file. Ask whether the fee is fixed or a percentage of price, and what happens to it if the transfer is held up for a year by a missing final approval. Ask for disbursements to be listed separately. And get the scope written down: the search, the deposit for specific performance within the six-month window, the clearance certificates, the acquisition permit where one is needed, and attendance at the transfer.

Where a separate title exists and the register is clean, the pacing items are the seller's capital gains clearance, the release of any mortgage and the municipal certificates — weeks, on a cooperative file. Where no separate title exists, the answer follows the building's route to final approval and can run to years, which is a planning question rather than a conveyancing one.

Do I have to use a lawyer based in Nicosia?
No. Searches and filings are made at the district Land Registry office covering the property, and a firm from another district can act. The argument for a local one is the number of trips to the counter a difficult file needs.
Is transferring a flat to my child treated the same as a sale?
No. Transfers between close relatives are assessed on a separate reduced scale rather than on the standard bands, and the paperwork differs. The property still has to have a separate title, the register still has to be clear of charges, and the municipal certificates are still required.
What if the developer has not released its mortgage?
The title cannot be registered free of that charge. A buyer who has paid in full can use the trapped-buyer provisions introduced in 2015, though it is a slow administrative route. A written waiver from the lender before the contract is signed removes the problem while you still have leverage.
